Graphical Tool Visual. A graphical visual is a window, in which a picture is drawn and edited. The visual is visible.
Parameters:
toolName - the name of the tool
tool - the tool
picture - the picure to display an edit in this visual
env - the CoopnEnv to use
Throws:
java.lang.IllegalArgumentException - There is a problem with an argument
