Public Data - Assets to value

Public administrations store and collect vast amounts of data on individuals, land, objects, and other immaterial topics (noise, pollution, mobility, etc.). According to the ISPAS accounting standards, "immaterial assets" should be valued, similarly to material assets (buildings, hardware, etc.), but how is it actually possible to do so? This presentation will discuss some possible appoaches to bring added value to public data.
Olivier Glassey holds a PhD in business information and has threefold expertise as a teacher, researcher and consultant. Having moved back and forth between the academic and the consulting worlds, he is currently working part-time at the Swiss Graduate School of Public Administration (IDHEAP) of the University of Lausanne, as the head of the FORDIF secretary (Studies in management of training institutions). As a consultant he specializes in IT governance and public sector reorganization; he has worked amongst other for the Canton of Vaud, the International Committee of the Red Cross, the International Olympic Committee, Pro Helvetia, etc. He furthermore organizes many continuing education courses in these domains.
